New rule states that there must me 1 meter free space from the inside and outside lanes.
I guess all those schools with fences on the inside and outside lanes are now illegal.

Nope. Just recommends.
"Rule 5-1 will recommend, when feasible, an obstacle-free zone on the inside and outside of the track at least 1 meter in width."
Why make a rule that "recommends when fesable?"
What a waste of time and money.
