Your confusion is based on not reading what the listing consists of...The TOP RETURNING STATE MEET XC RUNNERS FROM LAST YEAR. Not the top track times from spring this year. The "ranking" as you call it is not a ranking but, is a listing in order of the fastest times from the 2013 State XC meet. Whereas track times do provide a good indicator of potential XC times, a great track runner may be only a very good XC runner and a great XC runner may only be a good track runner. Same sport but two markedly different disciplines.
Matt Schumann 4:21/9:16 on the track and 15:32 at the State Meet his sophomore year, rooting for him to run extremely well this season. Austin Sanchez 4:27/9:30 had a fantastic track season will likely translate to Cross Country.
I understand it's based on last years state times, but legitimately, Sum is only really behind Foster, and not by that much within the CCS. He has great PRs, but can never really seem to pull it out during races, or at least the big ones. I think he cracks under pressure to be honest.
