Cliff West should have been in the Hall of fame years ago. 4:09 miler ( on Dirt ) and State Champ. Why is Billy Mills in the Sacramento hall of fame ? what are his ties to SAC?

Billy Mills has lived in Sacramento for a few decades (or more) and has worked with many races, teams, USATF Clubs, and spoken at many track based events for years.
