And yes that is indeed Bill Green of Cubberley HS. You can read more about Mr. Green here:

Don't know who 2nd is but it looks like a Cubberley teammate running the 220 with Bill. Possibilities are Terry Smith, Jeff Moss, Chris Cooke but my guess is Rod Green. At '79 CCS finals Bill won the 440, 100 & Mile Relay. He had also qualified 2nd in the 220 but decided to scratch that event, most likely to stay as fresh as possible for the final event which they won giving Cubberley it's first and only CCS championship in any sport for the school closed at the end of the 79 school year.
This is Terry Smith handing of to Bill Green in the 440 relay. Got ahold of one of Bill's teammates to confirm. Also found out that Bill scratched the 220 at CCS finals for he ran the 4x1 instead and was maxed out on events.

Yes that is Terry Smith on the 3rd Leg. I had to fight to get on the Mile Relay my junior year no shot at the 440. That team had been together since junior high and the passes were magic.
