Why do the SoCal teams start the first week of the track season where it seems the NorCal teams hold back their best guys for a few weeks? Weather, philosophy???

It is hard to get good/quality workouts in during bad weather in the early season, so racing all out when you cannot train all out is a recipe for poor performance, which gets into athletes heads. Track is a long season, sometimes with 3 meets in 7 days. Why peak early? NorCal distance usually dominate (track)state so we must be doing something right.

KBell doesn't have heat sheets. Because it is a large early season meet, we wait until check in closes for a specific event, then make up heats given the number of athletes that have checked in. We have entries, and I am sure those will be posted when the people in charge of online registration are done with that piece!
